The boats are still; the water isn't. Their hulls went down in single strokes, the reflections into wet paper.
Each hull is one loaded stroke, put down and left alone. Going back into a hull to fix its shape kills the colour, and a dead hull cannot be revived — the only fix is another sheet of paper.
The reflections were painted into a still-damp ground so they would spread on their own. Where the boats meet the water there is no drawn line: the two washes found the edge between them.
